As with most serious stamp collectors, Richard Pounder became interested
in the hobby at a young age after watching his father work on his own
collection. Now he is marking his 40th year as a member of the APS and is
proud to have served on the Board of Governors of the Collector’s Club of
New York for nearly 10 years.
For many years Richard enjoyed adding to his father’s collection, About
25 years ago, however, he came to realize how diffi cult it was to keep
adding to his album as the general United States stamp market became less
affordable. It was then that he discovered U.S. stamps overprinted for use
in various geographic locations. He also noticed how many of these issues
were printed in quantities of just a couple of thousand – and even a few in
quantities of only several hundred – but in spite of their scarcity they were
still quite affordable.
“It was love at fi rst sight,” he said, and he quickly began to develop this outstanding collection of U.S.
Possessions.
As he immersed himself into this specialty he soon discovered that no one had ever really seriously
specialized in the area of Possessions Special Delivery stamps – and so he assembled this amazing holding
for which he was justly awarded three National Gold Medals and two International Large Vermeils, the
latest at Washington 2006.
As an auctioneer who has enjoyed producing numerous single-owner sales as studies in philately, I always
fi nd it interesting to ask a collector what some of his favorite items are in his collection. For Richard, the
response was quick and enthusiastic:
The margin single of the fi rst Philippine Victory handstamp (E8): “It took me six or seven years before
I found a sound single (or any other kind, for that matter) of this issue. I recall keeping a dozen people
waiting for a meeting I was supposed to be attending while I bid on this item by phone.”
Several years later, Richard was able to obtain a set of Josiah Lilly auction catalogs for his library and there
it was. “It was cool to me to own something that had been in the collection of a legend,” he said.
The E8 plate number block of 8 with the two stamps missing the “Victory” handstamp is another favorite.
For this one, he fl ew to California to bid in person, not wanting to leave anything to chance for an item he
recognized would be an important cornerstone of the Special Delivery collection.
Another outstanding, and unique, item is used the example of Cuba E1 with ‘dots in frame’.
“I probably spent as much time looking at the used Cuba E1 with ‘dots in frame’ as any other stamp in my
collection,” he said, “and am always amazed that it is the only one there is and that it was the actual stamp
that was the basis for the listing in the Scott Catalog.”
There are also many favorites among the postal history items, but what may be a surprising favorite is the
Guam E1 with ‘dots in frame’ on a cover hand addressed by the second Naval Governor of Guam. That he
was able to discover that fact, along with its scarcity, was most rewarding.
