Solution To create road outerlines, you create a network topology using Road Centerline and then add Buffer to the topology to get outerlines for a road. Follow these steps: Open the drawing using Map, Land Desktop, or Civil 3D. Make sure that the Map menu is loaded. Make sure that all the road centerlines are on a single layer (for example, road center) and no other lines are on the road layer. To create a network topology: On the Map menu, click Topology > Create. In the Create...Topology window, select Network. In Topology name, enter a name for the topology (for example, road_center) and in Topology Description, enter some text to describe. Click Next. Select the Select All option. Next to the Layers text box, click Select Layers. In the Select Layers window, select the road center layer. Click Finish. To add buffer to topology: Create a layer to add road width or outer lines of the road. On the Map menu, click Topology > Buffer. In the Topology Selection window, select the topology name (road_center). Click OK. Topology Buffer – Set Buffer Distance, enter the buffer distance (half of the road width). Click Next. In Topology Buffer – New Topology, create a new topology. Enter a name for the topology (road_width). In the Layer drop-down list, select the road width layer. Click Next > Finish. You will find outerlines created for the road center in the drawing. However, Buffer closes the road ends with a semicircle, so you need to edit this . Use the Trim/Break command and remove those portions.
